Noelia Torres

Candidate for the office of K-12 Division, Vice President MCPS Paraeducator Chapter

My name is Noelia Torres, and I have dedicated 26 years to education, supporting students, families, and staff. I spent 17 years in elementary schools, including six as a Parent Community Coordinator, before transitioning to my current role as a Special Education Paraeducator in the Infants and Toddlers Program, where I have served for nine years. I provide translation services for therapeutic home visits, facilitate social skills groups, and empower parents.

Beyond direct student support, I developed a system for maintaining confidential student files, assisting a team of 10 therapists. My passion for advocacy led me to serve as the Paraeducator Chapter Vice President for SEIU for three years. I have helped negotiate the support staff contract, presented at Board of Education meetings for fair pay and job reclassification, and worked to improve conditions for paraeducators.

I also lead professional development, training paraeducators on best practices for student support and clerical efficiency. As a member of the Labor Management Committee, I contribute to discussions on workplace improvements, including shaping Maryland’s Blueprint mandates for paraeducators working with 3- and 4-year-olds.

Advocacy is at the heart of my work because I know the dedication paraeducators bring to schools, children, and families. My experiences, both in and out of the classroom, have strengthened my commitment to ensuring our voices are heard, our work is valued, and our contributions are recognized.
